BASEMENT RENOVATIONS · LINDSAY
Lindsay is where Oakridge has finished basements for real clients, and it is the part of Kawartha Lakes where our work is easiest to see. Ben and John run every job themselves, with more than 20 years of combined trade experience between them. We start with a free site meeting in your home, then send a written estimate you can read line by line.

Our clearest proof of local work is a finished basement for Rosemary Balmbra here in Lindsay. The scope covered framing, drywall, a new floor and the finishing details that make a lower level feel like part of the house. Her review, quoted below, is posted on Google.
We do not publish project photos, by choice. What we can offer instead is a straight conversation about how that job ran: the crew stayed tidy, the finishing got extra time, and the homeowner was kept in the loop from start to end. If you would like to talk it through, ask at your site meeting.
Lindsay's housing is older than most of the Durham towns we work in. Statistics Canada's 2021 census counted 9,920 occupied dwellings in the Lindsay population centre. About 31% of them were built in 1960 or earlier, and roughly 55% were built before 1981. Only about a third of households rent.
That age shows up once the old panelling comes off. Houses from those decades often have lower ceilings, older insulation or none at all, and a foundation that has been patched more than once. We look for staining, efflorescence and damp corners before we price any framing, because finishes should never be installed over a moisture problem. Our moisture and insulation guide explains the order of work.
Water is part of the picture here too. Kawartha Conservation describes the Scugog River flowing north through the town of Lindsay on its way from Lake Scugog to Sturgeon Lake. If your lot is close to the river or a wetland, it may sit inside the conservation authority's regulated area. Under Ontario Regulation 41/24, development there needs a Kawartha Conservation permit, and we check that before we plan a new entrance or window well.
We work in houses across town, from the older blocks near Kent Street to the newer streets at the edges. Downtown Lindsay is one of the City's two heritage conservation districts, and the City notes it has one of the widest historic main streets in Ontario. Interior basement work is rarely affected by heritage status. A new exterior door or a larger window on a designated property is a different matter, and it may need a heritage permit first.
We also take enquiries from the communities around town that the City lists among its library branches, including Omemee, Little Britain, Oakwood, Dunsford, Woodville, Bobcaygeon and Fenelon Falls. Many of those homes are on a private well and septic system, which changes the plan for a basement bathroom.
Permits in Lindsay come from the City's Building and Septic Division, which works out of the Development Services Hub at 180 Kent Street West. Its building, septic and renovations page lists the basement items that need a permit in plain words.
The City has gone paperless. Basement projects apply under the Renovation to Residential category on the building permits and guides page, and that same category covers additional residential units inside or attached to the house. No work should start until the permit is issued.
Inspections need at least 48 hours' notice, and a final inspection is always required. The City warns that open permits can cause delays when you sell or refinance. We build the inspection stages into the schedule so walls stay open until they have been checked, and we book the final so the file closes properly. Our permit guide compares Lindsay's rules with the other towns we serve.
Kawartha Lakes allows up to two additional residential units for every primary unit, and every one of them must be registered under By-law 2020-162. The City is blunt that unregistered units are considered illegal. Units registered under the old Town of Lindsay by-law 97-169 are deemed to comply.
A few rules matter most for a basement suite. The unit cannot be larger than the main dwelling. It cannot sit in a floodplain, water setback or other hazard land. The main house has to meet the parking rules in the zoning by-law, and the City says cars parked illegally on the street will be ticketed, with no exceptions for units. On private services, the lot must be at least 0.4 hectares. We treat every suite as a feasibility question first. Our legal suite guide covers the Building Code side.
In town, most houses are on municipal sewer. Outside town, the City requires a sewage system review for any interior renovation that adds a bedroom, plumbing fixtures or living space, and its septic permits page says an existing system is often not adequate for a new unit. That review, and any upgrade it triggers, belongs in the budget from day one.
Other local cost drivers are the age of the foundation, any drainage or parging work, and whether a bedroom needs a new egress window cut into the wall. We do not publish a set price. You can see how the pieces add up on our pricing page and in the basement cost guide.

Yes, in most cases. The City of Kawartha Lakes lists creating rooms in a basement as permit work, along with new plumbing, a basement entrance and insulation changes. Swapping flooring, or replacing drywall that is not a fire separation, is listed as not needing one. We confirm the scope with you at the site meeting and write the permit work into the estimate.
The City says units registered under the former Town of Lindsay By-law 97-169 are deemed to comply with the current rules. If you plan to change the unit, a building permit may still be needed for the new work. Bring any registration papers you have to the site meeting and we will talk through what the renovation involves.
Often, but it takes an extra step. Kawartha Lakes requires a sewage system review for renovations that add plumbing fixtures, a bedroom or living space. The review looks at whether the existing tank and bed can take the added flow. We ask how the house is serviced before we draw a layout, so the review is planned rather than a surprise.
The City asks for at least 48 hours' notice to book an inspection. We plan around that, so framing, plumbing and insulation stay open until the inspector has seen them. It adds a little time between stages, but it avoids opening finished walls later. The final inspection closes the permit, which matters when you sell.
