BASEMENT RENOVATIONS · FENELON FALLS
Fenelon Falls grew up around the drop where Cameron Lake spills into Sturgeon Lake, and water has a lot to say about its basements. High groundwater, busy spring lakes and an older sewer system all play a part. Ben and John run Oakridge with more than 20 years of combined trade experience, insurance and WSIB coverage. A free site meeting comes first, then a written estimate.

Kawartha Conservation describes Cameron Lake as a lake of about 14 square kilometres west of the village, fed by the Burnt River, Balsam Lake and nearby creeks. Its water leaves through Fenelon Falls and flows into Sturgeon Lake. Parks Canada operates Lock 34 here, between Lindsay's Lock 33 and Rosedale's Lock 35. In April 2026, a Kawartha Conservation shoreline flood warning said water in Balsam and Cameron lakes was expected to rise to maximum capacity, with localized flooding likely in low-lying, poorly drained areas along the shore.
The City's community analysis calls Fenelon Falls the Jewel of the Kawarthas and points to the Grove Theatre and Maryboro Lodge Museum. Downtown, the City installed its first Pride crosswalk at May and Water Streets in 2025. In 2025 the community also produced a Discover Downtown Action Plan, with infrastructure to support growth among its four goals.
Fenelon Falls had 2,490 residents in 2021. About 34% of its occupied homes were built in 1960 or earlier and about 69% before 1981, while fewer than one in five went up after 1990. Roughly 29% of households rent, and nearly one home in five is an apartment in a low-rise building.
The census also counted 1,466 private dwellings but only 1,183 occupied by usual residents, so close to one in five were empty or used by people who live elsewhere most of the year. Older foundations and part-time use together mean we often find tired walls, patched cracks and lower ceilings. We deal with water before finishes, as our moisture guide explains.
In August 2024, the City reported that watermain and sewer work on Ellice Street had stopped in late June because of an unseasonably high groundwater table, and a provincial Permit to Take Water was needed before the sanitary sewer could go in. If a road crew has to pump that hard, a basement nearby deserves a close look at its sump, weeping tile and grading.
Heavy spring weather tests the sewers too. On April 3, 2025, the City said extreme wet weather pushed more flow into the Fenelon Falls wastewater system than it could handle, and the Colborne Street and Francis Street East pumping stations bypassed into the Fenelon River until April 5. The City's sewer page names sump pumps and foundation drains connected to sanitary pipes as illegal connections that add to basement flooding.
A backwater valve stops sewage from flowing back up the sanitary line into the house. Kawartha Lakes runs a Backwater Valve Subsidy Program for existing homes getting a valve for the first time. It covers 50% of eligible installation costs, with conditions:
The subsidy does not cover interior demolition or restoration such as drywall, paint or flooring. That is a good reason to install the valve before a basement is finished rather than after. We plan the valve, its access cover and the floor layout together.
Kawartha Lakes publishes a register of every registered additional residential unit. When we checked it in September 2026, 12 entries listed Fenelon Falls, most of them inside the main house rather than in a detached building. One of the earliest outside Lindsay was registered here in 2016.
The City's ARU page says most units need a building permit, reviewed for access and exits, fire separations, room and window sizes and alarm locations, and that a permit is issued within 10 business days of a complete application. Once registered, the unit gets its own municipal address, which the owner must display. Units cannot be placed in a floodplain or water setback, which rules out some lakeside lots. Our legal suite guide covers the Code side.
The village draws its drinking water from Cameron Lake, and wastewater goes to the Fenelon Falls Water Pollution Control Plant, according to the City's source water page. Kawartha Conservation defines the closest intake protection zone as a one kilometre radius in the water around the intake, reaching 120 metres inland.
Outside the serviced area, homes use private septic systems. Systems next to that vulnerable zone fall under the City's mandatory maintenance inspection program, while interior renovations do not need a Source Protection Notice. A basement bedroom or bathroom still needs a sewage system review under the City's septic rules. We also take enquiries from Coboconk, Kirkfield, Kinmount and Norland, north of the village.
We have completed basement work in Lindsay, south of the village and under the same City permit rules. Our Lindsay page covers that office's application and inspection steps. We have no Fenelon Falls project to show yet, and we say so plainly.
Local costs turn on the condition of older foundation walls, drainage and sump work, a backwater valve, and egress windows for any new bedroom. If you are weighing a family room against a rental unit, we can price both so you can compare them side by side. See our pricing page and cost guide for how we put together a written estimate.

No. The City of Kawartha Lakes treats sump pumps and foundation drains connected to sanitary pipes as illegal connections, because they add groundwater to the sewer and contribute to backups and basement flooding. If we find one during a Fenelon Falls renovation, we reroute the discharge to the outside as part of the plan.
It may. The Backwater Valve Subsidy Program covers half the eligible cost of a first-time valve in an existing home, provided a permit is issued first, a licensed plumber installs it and you apply within a year. Restoring drywall or flooring is not covered, so we fit the valve before finishes go in.
The City says a building permit for an additional residential unit is issued within 10 business days of a complete application. Complete is the key word. We prepare drawings that show exits, fire separations, window sizes and alarm locations so the file is not sent back for missing details.
It can. Septic systems next to the vulnerable zone around a municipal surface water intake fall under the City's mandatory maintenance inspection program. Interior renovations do not need a Source Protection Notice, but adding a bedroom or bathroom still triggers a sewage system review. The City's online map shows whether your lot is affected.
Yes. Once an additional residential unit is registered, Kawartha Lakes assigns it a municipal address. The owner has to display it so it can be seen from the street, and on rural lots the City asks for arrows guiding emergency crews to the unit's entrance.
Call 289-731-2086 or email your address with a few lines about the basement. Emails sent between 8am and 6pm on a weekday get a personal answer within 15 minutes. We then visit for a free site meeting and send a written estimate that spells out each trade and each permit.
