Basement renovations in Brooklin

Brooklin still feels like a village, even as new streets fill in around it. That mix means a Brooklin basement can sit under a 19th-century house on Baldwin Street or under one poured a few years ago. Oakridge is owned and run by Ben and John, and each Brooklin project begins with a free site meeting.

The village and its heritage district

The Town of Whitby designated the Brooklin Heritage Conservation District in 2008, and it now contains 169 properties. The updated district plan describes a collection of mid-19th to early-20th century buildings concentrated along Baldwin Street, a street that follows the plank road built in 1846 between Port Perry and Port Whitby. The village itself was surveyed in the 1840s and early 1850s, with its layout shaped by the meandering Lynde Creek.

Here is the part that matters most for a basement. The updated HCD plan says interior changes to an existing house to create an additional dwelling unit are not considered within the plan. A heritage permit is still needed for work covered by the plan, such as exterior changes. So a new side entrance or a larger window well facing the street needs a heritage conversation first, while the rooms themselves are planned like anywhere else in town.

Village life around the Four Corners

The Town calls Brooklin a village, and its historic downtown around the Four Corners has shops, restaurants and Grass Park at its centre. The Brooklin Community Centre and library branch are here, and the village hosts the Harvest Festival and Christmas in the Village. The Brooklin Heritage Society keeps the local history.

The Official Plan also aims to take heavy vehicles and through traffic off Baldwin Street in the downtown. For homeowners on the older streets, that plan is part of what keeps the village feel. For us, it mostly means planning deliveries and parking with care on narrow lots.

What older Brooklin basements need

A house from the 1800s was not built with a living space downstairs in mind. We expect lower ceilings, stone or early block walls, and past repairs of every kind. Before any framing, we look for dampness, check how the walls handle moisture and decide whether insulation belongs on the inside at all. Our moisture and insulation guide explains why the order of work matters.

Headroom is the other big question. Where a ceiling is tight, the options range from careful duct routing to lowering the floor, and each changes the budget. We measure every beam and duct at the first visit.

Lynde Creek defines much of the northern part of the heritage district, and the Central Lake Ontario Conservation Authority regulates land near it. If your lot is close to the creek, a walkout or grading change may need CLOCA review before the Town issues a permit. We check that before planning any exterior work.

New Brooklin, south of Winchester Road

Whitby's Official Plan splits Downtown Brooklin in two: the historic core north of Winchester Road and a new mixed-use area south of it. The plan calls for at least 750 more homes in that southern part by 2031, and it caps buildings above four storeys to land outside the heritage district. A health precinct is planned near the Highway 407 and Baldwin Street interchange.

Growth keeps going. The Town is building a new east-west road in South Brooklin between Cochrane Street and Britannia Road in Oshawa, and its Brooklin transportation plan reviews possible 407 interchanges at Cochrane Street and Ashburn Road. The Town is also studying an urban boundary expansion in north-west Brooklin for growth to 2051.

Newer Brooklin houses often come with poured walls and a plumbing rough-in. The work there is less about repair and more about layout: where the bathroom goes, how to keep the mechanical room reachable, and whether a bedroom can get a proper egress window.

Statistics Canada does not publish a separate census figure for Brooklin. The Town of Whitby as a whole had 138,501 residents in 2021, up 7.9% from 2016, and much of the planned growth in the north of the Town is centred on Brooklin.

Whitby's rules apply here too

Brooklin is part of the Town of Whitby, so permits go to Whitby Building Services and can be filed through the Town's E-Portal. Finished basements, walkouts and additional dwelling units are all on the Town's permit list.

If a rental unit is part of your plan, note the date. Whitby's additional dwelling unit incentive reimburses certain Town fees and runs until December 31, 2026, with registration due by March 31, 2027. Registration is required under the Town's by-law in any case. Our legal suite guide explains fire separation and exits.

Heritage permits in Whitby currently carry no application fee, according to the Town's heritage permits page.

Choosing the right permit type matters. The Town's portal definitions say a basement finished for your own household is a finished basement permit, while a separate living space for rent needs an additional dwelling unit permit. A walk-out needs drawings sealed by a Professional Engineer. We sort out which applies before any drawing starts.

Where we have finished basements, and what it costs

We have not yet published a Brooklin project. Our completed basement work is in Lindsay and Port Hope, with both clients' reviews on the basements page. The rest of Whitby is covered on our Whitby basement page.

In Brooklin, the biggest budget swings come from heritage-era walls that need repair, headroom fixes and whether you add a bathroom or a separate unit. See the pricing page and the cost guide for how those pieces add up.

Whatever the age of the house, the first visit is free and the estimate is written for your basement, not copied from a template.

QUESTIONS FROM BROOKLIN HOMEOWNERS

Useful things
to know.

Still deciding? Explore basement renovations or read our service areas.

Does the heritage district stop me from finishing my Brooklin basement?

No. The updated Brooklin HCD plan says interior changes to an existing house to create an additional dwelling unit are not considered within the plan. Exterior work, like a new entrance or a larger window, is where a heritage permit comes in. We plan the inside first and flag any exterior change early.

Can I add a basement entrance to a house on Baldwin Street?

Possibly, but it takes two approvals. If the house is inside the heritage district, the exterior change needs a heritage permit, which the Town currently issues with no application fee. The entrance itself needs a building permit, and a walk-out needs engineered drawings. We coordinate both.

Is the Whitby ADU incentive available in Brooklin?

Brooklin is part of the Town of Whitby, and the Town's incentive applies town-wide. It runs until December 31, 2026, and the unit must be registered with By-law Services by March 31, 2027. Leave time for design, permits and inspections. We can review your basement at a free visit.

My house in south Brooklin is only a few years old. What should I check?

Newer houses usually give us sound walls and a plumbing rough-in to work with. We still check the sump, look for settling cracks and confirm the builder's warranty terms before touching anything. After that, the work is mostly about layout, headroom under the ducts and a proper egress window for any bedroom.

Where do I apply for a basement permit in Brooklin?

Brooklin is part of the Town of Whitby, so permits go to Whitby Building Services. Applications can be filed through the Town's E-Portal, by email or in person. If your home is inside the heritage district and the plan includes exterior changes, a heritage permit comes into play as well. We prepare and file both.

How do I reach Oakridge?
