BASEMENT RENOVATIONS · BOBCAYGEON
Bobcaygeon is where Sturgeon Lake empties into Pigeon Lake, and plenty of its lower levels sit under houses that began as summer places. Making one of those spaces comfortable in January takes more than new drywall. Oakridge is Ben and John, with more than 20 years of combined trade experience, insurance and WSIB coverage. We start with a free visit to the property and a written estimate.

The City's community analysis calls Bobcaygeon the Hub of the Kawarthas and notes that it sits on the most active lock on the Trent-Severn Waterway, and the first lock built on a waterway whose construction began in 1833. Parks Canada lists it as Lock 32, next to Bridge 35, the swing bridge. Kawartha Conservation describes Sturgeon Lake draining through its northeastern arm at Bobcaygeon into Pigeon Lake.
The village has deep roots. Council moved in 2025 to designate 55 Main Street, built in 1874 as the Verulam Township Hall and later used as Bobcaygeon's town hall, and 90 Bolton Street, a stone building from 1871 that opened as the Orr Temperance Hotel. Bobcaygeon and Verulam Township both became part of the City of Kawartha Lakes in 2001.
The census shows the mix. Bobcaygeon had 3,576 residents in 2021 and 1,895 private dwellings, but only 1,740 of those were occupied by usual residents. The rest were empty or used by people whose main home is elsewhere. The busiest building decade was the 1980s, at about 24% of occupied homes, and about 37% were built before 1981. Around 72% are single detached houses.
A lower level built for summer use often has thin insulation or none, a rough slab or crawlspace, and water lines that were never meant to see a hard frost. Before planning a family room there, we check the walls for dampness, look at how the plumbing is protected from freezing, and confirm the space can be heated properly. Our moisture guide sets out the order of work.
Inside the village, homes are served by the Bobcaygeon Drinking Water System, which draws from the Big Bob Channel, and by the Bobcaygeon Wastewater Treatment Plant, according to the City's source water page and annual reports. Outside the area those systems serve, a house needs its own septic system.
For those homes, the City's septic permits page requires a sewage system review for interior renovations that add a bedroom, fixtures or living space, and for new buildings on the lot such as a bunkie or boathouse. The City keeps sewage system records back to 1974, which helps when nobody remembers where the tank is. Sewage inspectors take phone questions each morning from 8:30 to 10:30.
Properties close to the drinking water intake can also fall under the City's mandatory septic maintenance inspections. Interior renovations do not need a Source Protection Notice.
The City's additional residential unit rules allow up to two units per house, but several conditions bite hard on cottage lots. These are the ones we check first around Bobcaygeon:
When we checked the City's public register in September 2026, it listed 15 registered units with a Bobcaygeon location, split roughly evenly between units inside the main house and units in accessory buildings. Registration includes an inspection by a building inspector, sometimes joined by a fire prevention officer. Our suite guide covers exits and fire separations.
Some owners want a guest suite downstairs for summer renters instead of a long-term tenant. Kawartha Lakes treats that as a business. Its short-term rental page says a licence under By-law 2023-111 is needed for stays of less than 28 consecutive days.
The application asks for a scaled site diagram and floor plan showing room uses, smoke and carbon monoxide alarms, exits and windows, and the location of wells and sewage system parts. Smoke alarms are required in every sleeping room, outside sleeping areas and on each floor. The City also expects adequate water and septic capacity. A basement bedroom for guests needs a proper egress window, which our egress guide explains.
Parks Canada owns the bed of the Trent-Severn Waterway up to the original upper controlled water level. Its in-water and shoreline permit page says docks, boathouses and shoreline stabilization all need its permit, including repairs. A basement does not, but a lakeside walkout that changes grading toward the water may involve Parks Canada and Kawartha Conservation as well as the City.
Spring water levels are worth respecting too. In April 2026, Kawartha Conservation issued a lake shoreline flood warning that expected Sturgeon and Pigeon lakes to rise as water moved through the system. We look at the lowest opening in the foundation and the grading around it before finishing a waterfront basement.
We have completed basement work in Lindsay, which shares Bobcaygeon's permit office and rules. We have not yet published a Bobcaygeon project and will not pretend we have. We also take calls from Dunsford, Fenelon Falls and Omemee.
The biggest cost drivers here are a septic review and any upgrade it triggers, bringing a seasonal lower level up to year-round insulation and heat, and egress windows for bedrooms. See our pricing page and cost guide for how the pieces add up in a written estimate.

Usually, with a building permit and some groundwork. On septic, the City requires a sewage system review when a renovation adds a bedroom, fixtures or living space. We also look at insulation, frost protection for water lines and whether the heating can handle the added area. The site meeting tells us which of those apply to your place.
Probably not as a registered unit. Kawartha Lakes requires the lot to front on an improved public street that is maintained year-round, and on private services the lot must be at least 0.4 hectares. A finished basement for your own family is a different question and is often possible. We confirm your road status early.
The City of Kawartha Lakes keeps sewage system records dating back to 1974. Its sewage inspectors answer phone questions each weekday morning from 8:30 to 10:30. Knowing the tank and bed location helps us plan drain routes for a basement bathroom, so we ask you to request the file before design starts.
Yes, if stays are shorter than 28 consecutive days. The City's short-term rental by-law, 2023-111, requires a licence, a floor plan showing alarms, exits and windows, and adequate water and septic. We can build the lower level with those requirements in mind so the application is simpler later.
Not for work inside the house. Parks Canada permits cover docks, boathouses, shoreline stabilization and other work on the bed and shoreline of the waterway. If a walkout or grading change reaches toward the water, we check with Parks Canada and Kawartha Conservation before we finalize the plan.
