Finishing a basement in Port Perry and Scugog

A Port Perry basement can be a quiet family room in town or a lower level in a farmhouse near Blackstock. The two jobs look alike on paper and play out very differently. Oakridge is owner-led by Ben and John, and we sort out those differences at a free site meeting before anything is priced.

In town or out on the concessions?

The first question we ask in Scugog is how the house is serviced. The Port Perry population centre had 9,553 residents in the 2021 census, and about four in five of its homes are single detached houses. Across the whole township, the share of detached houses is closer to nine in ten, and a lot of those are on a private well and septic system.

That split drives the plan. The Township's Building Permit Guide for Homeowners asks for Region of Durham Health Department approval when a septic system is on the property, and a well report when there is a well. Durham Region's health department approves private sewage systems, and its septic page explains that system sizing depends on the house, the number of bedrooms and the plumbing fixtures. A basement bedroom and bathroom can change that number.

In town, where most homes are on municipal sewer, the plan is usually simpler.

Houses around Lake Scugog: age and water

Port Perry's homes are younger than Lindsay's. Statistics Canada puts about 19% of the town's occupied dwellings at 1960 or earlier, and about 43% before 1981. Township-wide, over half were built before 1981. So we see a real mix of older houses with modest headroom and newer builds with more height to work with.

The lake is never far from the conversation. Kawartha Conservation describes Lake Scugog as a 66 square kilometre lake between Port Perry and Lindsay and part of the Trent-Severn Waterway. Homes near the shore or a watercourse may need conservation authority approval. The Township's guide names three authorities that can apply in Scugog: Kawartha Region, Lake Simcoe Region and Central Lake Ontario. We check which one covers your lot before we plan an entrance or window well.

The Oak Ridges Moraine and the hamlets

Part of Scugog sits on the Oak Ridges Moraine. The Township's homeowner guide asks for an Oak Ridges Moraine Conformity Assessment Form for new construction there. A basement finish inside an existing house is not new construction. A separate unit is where the moraine really matters, as the next section explains.

Outside Port Perry, the Township's by-laws name nine hamlets: Blackstock, Caesarea, Epsom, Greenbank, Manchester, Nestleton, Nestleton Station, Seagrave and Utica. We also get calls from Prince Albert, where the Township runs a community hall. Each of these places tends to have larger lots, older houses and private services.

Additional dwelling units under By-law 12-25

Scugog Council adopted new rules for additional dwelling units in March 2025, and the Township reports that no appeals were received, so they are now in force. Zoning By-law 12-25 permits units within settlement areas and some rural areas, subject to criteria.

In the Port Perry urban area, hamlets and residential clusters outside the moraine plan area, the ADU study page allows two units per principal dwelling, or one in the house plus one in an accessory building. On moraine countryside lands, only one unit is allowed, and only inside the main house. Units are not permitted in the moraine's natural core and linkage areas. A basement apartment is one of the names the Township uses for these units.

We have not confirmed the Township's parking and registration details on an official page, so we check them with the Building Department for your address. Our suite guide covers the Building Code items that apply everywhere in Ontario.

Scugog permits through Cloudpermit

The Township's Building Department has taken applications online through Cloudpermit since April 2022, and paper applications are still accepted. The Township's list of permit work is general rather than basement-specific. Items that come up often in a lower level include:

Plans are reviewed by the Township's Chief Building Official or a Building Inspector against the Ontario Building Code and local by-laws. The Township also notes that its list of permit work is not complete, so it asks residents to call the Building Department when in doubt. We make that call for you and share the answer in writing.

  • Making a new entrance or a new window opening
  • Installing or altering a plumbing system, including drains, waste and vents
  • Converting a seasonal room into a room used all year
  • Building a fireplace or installing a woodstove

How a rural basement project runs with us

Out in the township, the order of work matters more than usual. We start by asking how the house gets its water and where the septic tank and bed sit, because a basement bathroom has to drain somewhere and a new bedroom may change what the system must handle. Next we measure the space, note the ceiling height under the beams and look at the walls for any sign of water.

From there we draw a layout, walk through finishes with you and confirm a written scope, price and list of approvals before any work begins. During construction, anything added is written up and approved before it starts. The last step is a walk-through together to check every detail. Our renovation process page lays out each stage.

Downtown Port Perry and our nearest finished basement

The Township's heritage conservation district covers downtown Port Perry and was created by By-law 91-10. Interior basement work in the district is planned like anywhere else, but exterior changes can bring in heritage review.

We have not yet published a finished project in Port Perry. The closest completed basement we can point to is in Lindsay, on the other side of the lake, where the homeowner's review mentions careful framing, drywall and finishing. We would rather tell you that plainly than borrow photos from somewhere else. Budgets are covered on our pricing page and in the cost guide.

QUESTIONS FROM PORT PERRY HOMEOWNERS

Useful things
to know.

Still deciding? Explore basement renovations or read our service areas.

My house near Greenbank is on a well and septic. Can the basement get a bedroom?

Possibly. The Township's guide asks for Durham Region Health Department approval when a septic system is on the property, and Durham sizes systems partly by bedrooms and fixtures. A new bedroom also needs a way out, usually an egress window. We look at the tank, the bed location and the foundation wall at the site meeting before we suggest a layout.

Can I build a basement apartment on the Oak Ridges Moraine?

On moraine countryside lands, Scugog's rules allow one additional unit, and only inside the main house. Units are not allowed in the moraine's natural core or linkage areas. In Port Perry itself, outside the moraine plan area, two units are allowed. We confirm which rules cover your address with the Township before any design work starts.

Which conservation authority covers my Scugog property?

It depends on where you are. The Township's homeowner guide lists Kawartha Region, Lake Simcoe Region and Central Lake Ontario conservation authorities, and says approval may be needed near a flood plain or watercourse. We check the mapping for your lot before planning any exterior work.

Does a heritage district affect a basement renovation downtown?

Usually not for interior work. Downtown Port Perry is a heritage conservation district under By-law 91-10, and exterior changes there can need heritage review. A basement walkout or a larger window facing the street is where that could come up. We raise it at the site meeting if your home is inside the district.
